still exists the way to manage IIS WEB Server on Windows 2008 r2?
I am trying to get this web panel but I can not find it

Yes: Start > Administrative Tools > Internet Information Services (IIS)
Manager.

If you don't see it then it may be that you haven't installed IIS (it is an
optional component), in which case: Start > Administrative Tools > Server
Manager, under "Roles Summary" Add the role "Web Server (IIS)".
