Running Windows 2003 Server Standard and IIS 6.0.

The FTP, the Web Site, and the SMTP services all stopped running this
morning. Restarting the system brought everything back up. 20 minutes
later, those services were stopped again. Manually restarting each service
brought them back up. What might be causing this?

OK, are you running in IIS 5.0 compatibility/isolation mode or IIS 6.0 mode?

you'll be able to tell like so : if you see "application Pools" in IIS
console, then you're in IIS 6.0 mode.

I've seen cases where this is loosely related to app pool recycling

IIS 6.0 mode.

How does this relate to app pool recycling? Why now, the server has been
running without a problem for about a year. Most important, how to prevent
this from happening again.

It doesn't necessarily - I think it's more that running in IIS 5.0 mode is
the actual problem, then recycling in IIS 6.0 mode has confused the issue.
